Al-Ra'ad 6 of 6
We sent down messengers before you and gave them wives and children. Yet it was not possible for a messenger to bring a sign, save by the command of God. Every age has had its revelation. 38 Allah blots out what He wills and confirms (what He wills). And with Him is the Mother of the Book (Al-Lauh Al-Mahfuz) 39 And We will either let you see part of what We threaten them with or cause you to die, for only the delivery of the message is (incumbent) on you, while calling (them) to account is Our (business). 40 Do they not see that We are bringing destruction upon the land by curtailing it of its sides? And Allah pronounces a doom-- there is no repeller of His decree, and He is swift to take account. 41 Those before them did also devise plots; but in all things the master planning is God's. He knows what each soul does. Those who deny the truth shall soon know for whom is the final abode. 42 The disbelievers say, “You are not a (Noble) Messenger (of Allah)”; proclaim, “Allah is a Sufficient Witness between me and you, and (so is) he who has knowledge of the Book.” 43
Allah the Almighty always says the truth.

How does the memorization exercise algorithm work? At the lowest level 0, all words are visible. While the highest level 9 hides all words. What about at mid-level, like 3, for example? You might think that the algorithm hides precisely 3 out of every nine words. Not quite! At level 3, each word has a 3 out of 9 chance to hide, and 6 out of 9 to be visible. In other words, it is possible, but highly unlikely, for all words at level 3 to be hidden, or, that all of them to be visible! Also, at mid-levels, and in proportion to the difficulty level, hideouts can be partially incomplete or transparent so that words may be partially visible underneath.
