Those of the bedouins who lagged behind will say to you: "Our possessions and our families occupied us, so ask forgiveness for us." They say with their tongues what is not in their hearts. Say: "Who then has any power at all (to intervene) on your behalf with Allah, if He intends you hurt or intends you benefit? Nay, but Allah is Ever All-Aware of what you do. 11 “Rather you had assumed that the Noble Messenger and the Muslims will never return to their homes, and you thought this as good within your hearts, whereas you had thought evilly; and you were a people about to be ruined.” 12 Now as for those who will not believe in God and His Apostle - verily, We have readied a blazing flame for all [such] deniers of the truth! 13 To God belongs the kingdom of the heavens and of the earth; whomsoever He will He forgives, and whomsoever He will He chastises; God is All-forgiving, All-compassionate. 14 When you [believers] set off to gather the spoils, those that stayed behind will say, "Let us come with you." They want to change God's word, but tell them, "You shall not follow us. God has declared this beforehand." Then they will say, "You are jealous of us." But how little they understand! 15 Say to those of the dwellers of the desert who were left behind: You shall soon be invited (to fight) against a people possessing mighty prowess; you will fight against them until they submit; then if you obey, Allah will grant you a good reward; and if you turn back as you turned back before, He will punish you with a painful punishment. 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
