Those of the dwellers of the desert who were left behind will say to you: Our property and our families kept us busy, so ask forgiveness for us. They say with their tongues what is not in their hearts. Say: Then who can control anything for you from Allah if He intends to do you harm or if He intends to do you good; nay, Allah is Aware of what you do: 11 You thought the Messenger and the believers would never ever return to their families and this attracted your hearts and caused you to develop evil suspicions. You are a wrong doing people. 12 He who does not believe in God and His Apostle (should know) We have prepared for unbelievers a blazing fire." 13 To Allah belongs the Kingdom of the heavens and the earth. He forgives whom He will and punishes whom He will. Allah is Forgiving and Merciful. 14 The Bedouins who were left behind will say, when you set forth after spoils, to take them, 'Let us follow you,' desiring to change God's words. Say: 'You shall not follow us; so God said before.' Then they will say, 'Nay, but you' are jealous of us.' Nay, but they have not understood except a little. 15 Say to the ignorant who stayed behind, “You will soon be called against a nation of great military strength – to fight against them or that they become Muslims; so if you obey, Allah will give you an excellent reward; and if you turn away, the way you had turned away before, He will mete out a painful punishment to you.” 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
