(O Prophet), the bedouins who were left behind say to you: “We were occupied with our goods and families. So ask forgiveness for us.” They say with their tongues what is not in their hearts. Say to them: “Who can be of any avail to you against Allah if He should intend to cause you any harm or confer upon you any benefit?” Allah is well aware of all that you do. 11 Yea! ye imagined that the apostle and the believers would never return to their households, and that became fair-seeming in your hearts, and ye bethought an evil thought, and ye became a people doomed. 12 And whosoever believeth not in Allah and His apostle then verily We have gotten ready for the infidels a Blaze. 13 And Allah's is the dominion of the heavens and the earth. He forgiveth whomsoever He will and tormenteth whomsoever He will; and Allah is ever Forgiving, Merciful. 14 Those who lagged behind (will say), when ye (are free to) march and take booty (in war): "Permit us to follow you." They wish to change Allah's decree: Say: "Not thus will ye follow us: Allah has already declared (this) beforehand": then they will say, "But ye are jealous of us." Nay, but little do they understand (such things). 15 Say to the ignorant who stayed behind, “You will soon be called against a nation of great military strength – to fight against them or that they become Muslims; so if you obey, Allah will give you an excellent reward; and if you turn away, the way you had turned away before, He will mete out a painful punishment to you.” 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
