(O Prophet), the bedouins who were left behind say to you: “We were occupied with our goods and families. So ask forgiveness for us.” They say with their tongues what is not in their hearts. Say to them: “Who can be of any avail to you against Allah if He should intend to cause you any harm or confer upon you any benefit?” Allah is well aware of all that you do. 11 Nay, but you thought that the Messenger and the believers would never return to their families, and that was decked out fair in your hearts, and you thought evil thoughts, and you were a people corrupt.' 12 Those who do not believe in God and His Messenger should know that We have prepared hell for the disbelievers. 13 But God's is the dominion over the heavens and the earth: He forgives whomever He wills, and imposes suffering on whomever He wills - and [withal,] He is indeed much-forgiving, a dispenser of grace. 14 Those who were left behind will say, when ye set forth to capture booty: Let us go with you. They fain would change the verdict of Allah. Say (unto them, O Muhammad): Ye shall not go with us. Thus hath Allah said beforehand. Then they will say: Ye are envious of us. Nay, but they understand not, save a little. 15 Say to the desert Arabs who had stayed behind: "You will be called against a formidable people. You will fight them till they surrender. If you obey, then He will give you a good reward; but if you turn back, as you had done before, He will punish you with a grievous affliction." 16 There is no blame on the blind, nor on the lame, nor on the sick (if they do not go forth to fight). Allah will admit those who obey Allah and His Messenger to the Gardens beneath which rivers flow and will inflict a grievous chastisement on those who turn away. 17
