The Arabs of the desert who had stayed behind will now say to you: "We were occupied with our flocks and herds and families, so ask forgiveness for us. They say with their tongues what is not in their hearts. Tell them: "Who can prevail with God for you if He wish you harm or benefit? Surely God is well aware of what you do. 11 (But the truth is not what you say.) You had imagined that the Messenger and the believers would never return to their families, and this notion was embellished in your hearts. You harboured an evil thought, and you are an immensely evil people.” 12 And whosoever believeth not in Allah and His apostle then verily We have gotten ready for the infidels a Blaze. 13 And for Allah only is the kingship of the heavens and the earth; He may forgive whomever He wills, and punish whomever He wills; and Allah is Oft Forgiving, Most Merciful. 14 Those who had stayed behind will now say, “When you go to receive the war booty, let us also go with you”; they wish to change the Words of Allah; say “You shall never come with us – this is already decreed by Allah”; so they will now say, “But rather you envy us”; in fact they never understood except a little. 15 Say to those who remained behind of the bedouins, "You will be called to [face] a people of great military might; you may fight them, or they will submit. So if you obey, Allah will give you a good reward; but if you turn away as you turned away before, He will punish you with a painful punishment." 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
