The Bedouins who lagged behind will say to you: 'We were occupied with our possessions and families, so ask Allah to forgive us' But they say with their tongues what they do not mean in their hearts. Say: 'Who can help you against Allah if it is that He wills harm for you or desires benefit for you? Allah is Aware of what you do' 11 But you thought that the Messenger and the believers would never return to their families, ever, and that was made pleasing in your hearts. And you assumed an assumption of evil and became a people ruined." 12 He who does not believe in God and His Apostle (should know) We have prepared for unbelievers a blazing fire." 13 To Allah belongs the Kingdom of the heavens and the earth. He forgives whom He will and punishes whom He will. Allah is Forgiving and Merciful. 14 When you [believers] set off to gather the spoils, those that stayed behind will say, "Let us come with you." They want to change God's word, but tell them, "You shall not follow us. God has declared this beforehand." Then they will say, "You are jealous of us." But how little they understand! 15 Say to the Arabs who lagged behind: 'You shall be called upon to fight a mighty nation, unless they embrace Islam. If you are obedient you shall receive a good wage from Allah. But, if you turn away, as you turned your backs before, He will punish you with a painful punishment' 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
