She said: 'O Council, let me hear your counsel, concerning my affairs, for I am not used to deciding an affair until you bear me witness' 32 They said, “We possess great strength and are great warriors, and the decision is yours, therefore consider what you will command.” 33 She said: "Kings, when they enter a country, despoil it, and make the noblest of its people its meanest thus do they behave. 34 "But verily! I am going to send him a present, and see with what (answer) the messengers return." 35 So when (the envoy) came unto Solomon, (the King) said: What! Would ye help me with wealth? But that which Allah hath given me is better than that which He hath given you. Nay it is ye (and not I) who exult in your gift. 36 Go back to them: we shall most certainly come upon them with forces which they will never be able to withstand, and shall most certainly cause them to be driven from their lands, disgraced and humbled!" 37 He said, 'O Council, which one of you will bring me her throne, before they come to me in surrender?' 38 A stalwart of the jinn said: "I will bring it to you before you rise from your council. Surely I have the power to do so and I am trustworthy." 39 But one of them who had some knowledge of the Book said, "I will bring it to you in the twinkling of an eye." When Solomon saw it placed before him, he exclaimed, "This is by the grace of my Lord, to test whether I am grateful or ungrateful. Whosoever is grateful, it is for the good of his own self; and whosoever is ungrateful, then surely my Lord is self-sufficient and generous." 40 He said, "Disguise for her her throne; we will see whether she will be guided [to truth] or will be of those who is not guided." 41 When she came to Solomon, she was asked, "Is your throne like this?" She replied, "It looks as though it were the same, and we had been given knowledge [of your power] before this, and we have already submitted." 42 And (all) that she was wont to worship instead of Allah hindered her, for she came of disbelieving folk. 43 She was asked to enter the lofty Palace: but when she saw it, she thought it was a lake of water, and she (tucked up her skirts), uncovering her legs. He said: "This is but a palace paved smooth with slabs of glass." She said: "O my Lord! I have indeed wronged my soul: I do (now) submit (in Islam), with Solomon, to the Lord of the Worlds." 44
