Those of the bedouins who lagged behind will say to you: "Our possessions and our families occupied us, so ask forgiveness for us." They say with their tongues what is not in their hearts. Say: "Who then has any power at all (to intervene) on your behalf with Allah, if He intends you hurt or intends you benefit? Nay, but Allah is Ever All-Aware of what you do. 11 (But the truth is not what you say.) You had imagined that the Messenger and the believers would never return to their families, and this notion was embellished in your hearts. You harboured an evil thought, and you are an immensely evil people.” 12 He who does not believe in God and His Apostle (should know) We have prepared for unbelievers a blazing fire." 13 And to Allah belongs the sovereignty of the heavens and the earth, He forgives whom He wills, and punishes whom He wills. And Allah is Ever Oft-Forgiving, Most Merciful. 14 The laggardly Bedouins will say, "When you leave to collect the spoils, let us follow you." They want to alter the command of God (that only the participating believers are entitled to such benefit). Tell them, "You can never follow us for such a purpose. God has said before and He will say again (what type of people you are). In fact, you are jealous of us." The truth is that they understand very little. 15 Say to those who remained behind of the bedouins, "You will be called to [face] a people of great military might; you may fight them, or they will submit. So if you obey, Allah will give you a good reward; but if you turn away as you turned away before, He will punish you with a painful punishment." 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
