The Arabs of the desert who had stayed behind will now say to you: "We were occupied with our flocks and herds and families, so ask forgiveness for us. They say with their tongues what is not in their hearts. Tell them: "Who can prevail with God for you if He wish you harm or benefit? Surely God is well aware of what you do. 11 “Rather you had assumed that the Noble Messenger and the Muslims will never return to their homes, and you thought this as good within your hearts, whereas you had thought evilly; and you were a people about to be ruined.” 12 Whoso believes not in God and His Messenger, We have prepared for the unbelievers a Blaze. 13 To God belongs the kingdom of the heavens and the earth; He may forgive whosoever He please, and afflict whosoever He will. Yet God is forgiving and kind. 14 Those who are left behind will say when you set forth for the gaining of acquisitions: Allow us (that) we may follow you. They desire to change the world of Allah. Say: By no means shall you follow us; thus did Allah say before. But they will say: Nay! you are jealous of us. Nay! they do not understand but a little. 15 Say thou unto those who lagged behind of the desert Arabs: surely ye shall be summoned against a people endued with exceeding violence then ye will fight them or they will submit. Then if ye obey, Allah will give ye a goodly hire; but if ye turn away even as ye turned away aforetime. He will torment you with a torment afflictive. 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
