Those who believe say, "Why has a surah not been sent down? But when a precise surah is revealed and fighting is mentioned therein, you see those in whose hearts is hypocrisy looking at you with a look of one overcome by death. And more appropriate for them [would have been] 20 Were it to obey and say what is just, and when a matter is resolved on, it were best for them if they were true to Allah. 21 So would you perhaps, if you turned away, cause corruption on earth and sever your [ties of] relationship? 22 Such are those whom Allah has cursed, making them deaf and blinding their eyes. 23 What, do they not ponder the Koran? Or is it that there are locks upon their hearts? 24 Surely, those who turn their backs [on this message] after guidance has been shown to them, [do it because] Satan has embellished their fancies and God gives them respite; 25 That is because they say to those who hate what Allah has revealed: We will obey you in some of the affairs; and Allah knows their secrets. 26 hence, how [will they fare] when the angels gather them in death, striking their faces and their backs? 27 That is because they follow what angers Allah and hate His pleasure, therefore He has annulled their deeds. 28
