۞ IT IS GOD who has made the sea subservient [to His laws, so that it be of use] to you so that ships might sail through it at His behest, and that you might seek to obtain [what you need] of His bounty, and that you might have cause to be grateful. 12 And He has subjected to you, as from Him, all that is in the heavens and on earth: Behold, in that are Signs indeed for those who reflect. 13 Say (O Muhammad SAW) to the believers to forgive those who (harm them and) hope not for the Days of Allah (i.e. His Recompense), that He may recompense people according to what they have earned (i.e. to punish these disbelievers, who harm the believers). 14 Whoever does a good deed, so it is for his own good; and whoever commits evil, does for his own harm; and you will then be returned towards your Lord. 15 We gave the children of Israel the Book, and the judgement and the prophethood, provided them with good things, favoured them over other people, 16 We gave them clear signs of the Command; yet it was not until after knowledge had come to them that they differed among themselves, and were insolent to each other. On the Day of Resurrection your Lord will indeed decide their differences. 17 Then We have put you (O Muhammad SAW) on a plain way of (Our) commandment [like the one which We commanded Our Messengers before you (i.e. legal ways and laws of the Islamic Monotheism)]. So follow you that (Islamic Monotheism and its laws), and follow not the desires of those who know not. [Tafsir At-Tabari Vol. 25, Page 146]. 18 Indeed they cannot benefit you at all against Allah; and indeed the unjust are the friends of each other; and Allah is the Friend of the pious. 19 This [revelation, then,] is a means of insight for mankind, and a guidance and grace unto people who are endowed with inner certainty. 20 Or do those who commit ill-deeds suppose that We shall make them as those who believe and do good works, the same in life and death? Bad is their judgment! 21
