The unbelievers say: "We do not believe in this Qur'an, nor in what was (sent) before it." If only you could see the sinners when they are made to stand before their Lord, blaming one another! Those who were weak will say to those who were arrogant: "But for you we would have certainly been believers." 31 And those who were arrogant will say to those who were deemed weak: "Did we keep you back from guidance after it had come to you? Nay, but you were Mujrimun (polytheists, sinners, criminals, disobedient to Allah, etc.). 32 Those who were subdued will say to those who were conceited, “Rather it was your deceit during night and day, for you commanded us to deny Allah and to set up equals to Him”; and inwardly they began regretting when they saw the punishment; and We placed shackles around the necks of the disbelievers; what recompense will they get except what they used to do? 33 We sent no warner into any city except its men who lived at ease said, 'We disbelieve in the Message you have been sent with.' 34 and they would add, "Richer [than you] are we in wealth and in children, and [so] we are not going to be made to suffer!" 35 Say: 'My Lord outspreads and withholds His provision to whomsoever He will. But most people do not know' 36
