O Prophet! say to those of the captives who are in your hands: If Allah knows anything good in your hearts, He will give to you better than that which has been taken away from you and will forgive you, and Allah is Forgiving, Merciful. 70 And if they would betray you, they betrayed God before, and He gave [you] power over them. God is aware and wise. 71 Surely those who believed and migrated and strove hard in the way of Allah with their possessions and their lives, and those that sheltered and helped them - they alone are the true allies of one another. And those who believed but did not migrate (to Dar-al-Islam), you are under no obligation of alliance unless they migrate. And should they seek help from you in the matter of religion, it is incumbent on you to provide help unless it be against a people with whom you have a pact. Allah is cognizant of all that you do. 72 And those who disbelieve are allies to one another, (and) if you (Muslims of the whole world collectively) do not do so (i.e. become allies, as one united block with one Khalifah - chief Muslim ruler for the whole Muslim world to make victorious Allah's Religion of Islamic Monotheism), there will be Fitnah (wars, battles, polytheism, etc.) and oppression on earth, and a great mischief and corruption (appearance of polytheism). 73 And those who believe and have emigrated and striven hard in the way of Allah, those who sheltered and succoured - these! they are the believers in very truth; for them shall be forgiviness and honourable provision. 74 And those who have believed later on, and emigrated and struggled for God's sake alongside you are also a part of you. But as to blood relations, they are nearer one to another in the Book of God. God has full knowledge of all things. 75
