She said: 'O Council, let me hear your counsel, concerning my affairs, for I am not used to deciding an affair until you bear me witness' 32 They said, "We are men of strength and of great military might, but the command is yours, so see what you will command." 33 Said she: "Verily, whenever kings enter a country they corrupt it, and turn the noblest of its people into the most abject. And this is the way they [always] behave? 34 but I shall send them a present and see with what reply my envoys will return." 35 But when he came to Solomon he said, 'What, would you succour me with wealth, and what God gave me is better than what He has given you? Nay, but instead you rejoice in your gift! 36 Return thou to them; we shall assuredly come against them with hosts they have not power to resist, and we shall expel them from there, abased and utterly humbled.' 37 Solomon said: "My nobles, which of you can bring me her throne before they come to me in submission?" 38 Said a bold one of the invisible beings [subject to Solomon]: "I shall bring it to thee ere thou rise from thy council-seat - for, behold, I am powerful enough to do it, [and] worthy of trust!" 39 Answered he who was illumined by revelation: "[Nay,] as for me - I shall bring it to thee ere the twinkling of thy eye ceases!" And when he saw it truly before him, he exclaimed: "This is [an outcome] of my Sustainer's bounty, to test me as to whether I am grateful or ungrateful! However, he who is grateful [to God] is but grateful for his own good; and he who is ungrateful [should know that,] verily, my Sustainer is self-sufficient, most generous in giving!" 40 He said: "Disguise her throne for her that we may see whether she will be guided (to recognise her throne), or she will be one of those not guided." 41 So, when she came, it was said, 'Is thy throne like this?' She said, 'It seems the same.' 'And we were given the knowledge before her, and we were in surrender, 42 That which she worshipped, other than Allah, had prevented her, for she came from an unbelieving nation. 43 She was invited to enter the court. When she saw it, she took it for a sheet of water, and (pulling up her skirts) uncovered her legs. (Solomon) told her: "This is paved with tiles of glass." "O Lord," she said, "I have wronged myself, and I submit to the Lord of all the worlds with Solomon." 44
