The bedouins who lag behind in taking part in the battle say to you, "Ask forgiveness for us; we were busy with our property and household." They speak what is not in their hearts. (Muhammad), tell them, "Who will help you against God, if He intends to harm you, who will prevent Him from benefitting you? In fact, God is Well Aware of whatever you do". 11 Nay, you thought that the Apostle and the believers would never return to their kith and kin: and this seemed goodly to your hearts. And you entertained [such] evil thoughts because you have always been people devoid of all good!" 12 And whoever has not believed in Allah and His Messenger - then indeed, We have prepared for the disbelievers a Blaze. 13 And for Allah only is the kingship of the heavens and the earth; He may forgive whomever He wills, and punish whomever He wills; and Allah is Oft Forgiving, Most Merciful. 14 Those who are left behind will say when you set forth for the gaining of acquisitions: Allow us (that) we may follow you. They desire to change the world of Allah. Say: By no means shall you follow us; thus did Allah say before. But they will say: Nay! you are jealous of us. Nay! they do not understand but a little. 15 Tell the laggardly Bedouins, "You will be called to face strong people whom you will fight right to the end or who will submit to you. If you obey the Messenger, God will give you a good reward. But if you turn away as you did before, God will make you suffer a painful torment. 16 There is no blame on the blind, nor on the lame, nor on the sick (if they do not go forth to fight). Allah will admit those who obey Allah and His Messenger to the Gardens beneath which rivers flow and will inflict a grievous chastisement on those who turn away. 17
