Those of the dwellers of the desert who were left behind will say to you: Our property and our families kept us busy, so ask forgiveness for us. They say with their tongues what is not in their hearts. Say: Then who can control anything for you from Allah if He intends to do you harm or if He intends to do you good; nay, Allah is Aware of what you do: 11 No. You thought that the Messenger and the believers would never return to their families; this prospect seemed pleasing to your hearts, and you conceived evil thoughts, and thus were doomed to perish. 12 As for those who do not believe in Allah and His Messenger, for such unbelievers We have prepared a Blazing Fire. 13 And to Allah belongs the sovereignty of the heavens and the earth, He forgives whom He wills, and punishes whom He wills. And Allah is Ever Oft-Forgiving, Most Merciful. 14 Those who lagged behind (will say), when ye (are free to) march and take booty (in war): "Permit us to follow you." They wish to change Allah's decree: Say: "Not thus will ye follow us: Allah has already declared (this) beforehand": then they will say, "But ye are jealous of us." Nay, but little do they understand (such things). 15 Say to the bedouins who were left behind: “You will be called against those who possess great might and be asked to fight against them unless they surrender. If you obey (the command to fight), Allah will bestow upon you a goodly reward. But if you turn away, as you turned away before, He shall inflict upon you a grievous chastisement.” 16 No blame is there on the blind, nor is there blame on the lame, nor on one ill (if he joins not the war): But he that obeys Allah and his Messenger,- (Allah) will admit him to Gardens beneath which rivers flow; and he who turns back, (Allah) will punish him with a grievous Penalty. 17
