The bedouins who lag behind in taking part in the battle say to you, "Ask forgiveness for us; we were busy with our property and household." They speak what is not in their hearts. (Muhammad), tell them, "Who will help you against God, if He intends to harm you, who will prevent Him from benefitting you? In fact, God is Well Aware of whatever you do". 11 (But the truth is not what you say.) You had imagined that the Messenger and the believers would never return to their families, and this notion was embellished in your hearts. You harboured an evil thought, and you are an immensely evil people.” 12 And so for him who believeth not in Allah and His messenger - Lo! We have prepared a flame for disbelievers. 13 To God belongs the kingdom of the heavens and the earth. He forgives or punishes whomever He wants. God is All-forgiving and All-merciful. 14 When you [believers] set off to gather the spoils, those that stayed behind will say, "Let us come with you." They want to change God's word, but tell them, "You shall not follow us. God has declared this beforehand." Then they will say, "You are jealous of us." But how little they understand! 15 Say (O Muhammad SAW) to the bedouins who lagged behind: "You shall be called to fight against a people given to great warfare, then you shall fight them, or they shall surrender. Then if you obey, Allah will give you a fair reward, but if you turn away as you did turn away before, He will punish you with a painful torment." 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
