The desert Arabs who lagged behind will say to thee: "We were engaged in (looking after) our flocks and herds, and our families: do thou then ask forgiveness for us." They say with their tongues what is not in their hearts. Say: "Who then has any power at all (to intervene) on your behalf with Allah, if His Will is to give you some loss or to give you some profit? But Allah is well acquainted with all that ye do. 11 Yea! ye imagined that the apostle and the believers would never return to their households, and that became fair-seeming in your hearts, and ye bethought an evil thought, and ye became a people doomed. 12 He who does not believe in God and His Apostle (should know) We have prepared for unbelievers a blazing fire." 13 And to Allah belongs the sovereignty of the heavens and the earth, He forgives whom He wills, and punishes whom He wills. And Allah is Ever Oft-Forgiving, Most Merciful. 14 The Bedouins who were left behind will say, when you set forth after spoils, to take them, 'Let us follow you,' desiring to change God's words. Say: 'You shall not follow us; so God said before.' Then they will say, 'Nay, but you' are jealous of us.' Nay, but they have not understood except a little. 15 Say to the ignorant who stayed behind, “You will soon be called against a nation of great military strength – to fight against them or that they become Muslims; so if you obey, Allah will give you an excellent reward; and if you turn away, the way you had turned away before, He will mete out a painful punishment to you.” 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
