The Bedouins who lagged behind will say to you: 'We were occupied with our possessions and families, so ask Allah to forgive us' But they say with their tongues what they do not mean in their hearts. Say: 'Who can help you against Allah if it is that He wills harm for you or desires benefit for you? Allah is Aware of what you do' 11 In fact you imagined that the Prophet and the faithful would never come back home; and this seemed pleasing to your hearts, and you entertained evil thoughts. You are a people lost. 12 Now as for those who will not believe in God and His Apostle - verily, We have readied a blazing flame for all [such] deniers of the truth! 13 And to Allah belongs the sovereignty of the heavens and the earth, He forgives whom He wills, and punishes whom He wills. And Allah is Ever Oft-Forgiving, Most Merciful. 14 Those who lagged behind (will say), when ye (are free to) march and take booty (in war): "Permit us to follow you." They wish to change Allah's decree: Say: "Not thus will ye follow us: Allah has already declared (this) beforehand": then they will say, "But ye are jealous of us." Nay, but little do they understand (such things). 15 Say to the desert Arabs who stayed behind, "You shall be called against a mighty people; then shall you fight, unless they submit. Then if you prove obedient, God will grant you a good reward, but if You turn back as you did before, He will inflict on you a painful punishment -- 16 No blame is there on the blind, nor is there blame on the lame, nor on one ill (if he joins not the war): But he that obeys Allah and his Messenger,- (Allah) will admit him to Gardens beneath which rivers flow; and he who turns back, (Allah) will punish him with a grievous Penalty. 17
