Those who believe say, "Why has a surah not been sent down? But when a precise surah is revealed and fighting is mentioned therein, you see those in whose hearts is hypocrisy looking at you with a look of one overcome by death. And more appropriate for them [would have been] 20 Obedience and saying what is just would become them more; when the decision is taken, it would be better for them if they acted sincerely towards God. 21 Is it possible that if placed in authority you will create disorder in the land and sever your bonds of relationship? 22 Such are they whom Allah curseth so that He deafeneth them and maketh blind their eyes. 23 Do they not then reflect on the Quran? Nay, on the hearts there are locks. 24 Indeed those who turn back after the guidance had become clear to them – Satan has deceived them; and made them optimistic of living for ages. 25 This is because they said to those who hate what Allah has sent down: "We will obey you in part of the matter," but Allah knows their secrets. 26 Then how [will it be] when the angels take them in death, striking their faces and their backs? 27 for their following that which had incurred God's anger, and their hatred to please God. Thus, God has made their deeds devoid of all virtue. 28
