Those who believe say, "Why has a surah not been sent down? But when a precise surah is revealed and fighting is mentioned therein, you see those in whose hearts is hypocrisy looking at you with a look of one overcome by death. And more appropriate for them [would have been] 20 obedience [to God's call] and a word that could win [His] approval: for, since the matter has been resolved [by His revelation,] it would be but for their own good to remain true to God. 21 Then, is it to be expected of you, if ye were put in authority, that ye will do mischief in the land, and break your ties of kith and kin? 22 Those it is whom Allah has cursed so He has made them deaf and blinded their eyes. 23 Do they not then think deeply in the Quran, or are their hearts locked up (from understanding it)? 24 As for those who turn back in their footsteps after the guidance of Allah has become clear to them, it was satan who tempted them, and Allah has respited them. 25 That is because they say to those who hate what Allah has revealed: We will obey you in some of the affairs; and Allah knows their secrets. 26 hence, how [will they fare] when the angels gather them in death, striking their faces and their backs? 27 That is because they followed what angered Allah and disliked [what earns] His pleasure, so He rendered worthless their deeds. 28
