Those who believe say, "Why has a surah not been sent down? But when a precise surah is revealed and fighting is mentioned therein, you see those in whose hearts is hypocrisy looking at you with a look of one overcome by death. And more appropriate for them [would have been] 20 Were it to obey and say what is just, and when a matter is resolved on, it were best for them if they were true to Allah. 21 So would you perhaps, if you turned away, cause corruption on earth and sever your [ties of] relationship? 22 Those [who do so] are the ones that Allah has cursed, so He deafened them and blinded their vision. 23 Do they not ponder on what the Qur'an says? Or have their hearts been sealed with locks? 24 VERILY, those who turn their backs [on this message] after guidance has been vouchsafed to them, [do it because] Satan has embellished their fancies and filled them with false hopes: 25 This is because they have said to those who hate God's revelation, "We shall obey you in some matters." But God knows all their secrets. 26 How shall it be when the angels (of death) take them and beat them on their face and back? 27 That is because they followed that which angered Allah and detested His good-will; so He made their works of non-effect. 28
