(O Prophet), the bedouins who were left behind say to you: “We were occupied with our goods and families. So ask forgiveness for us.” They say with their tongues what is not in their hearts. Say to them: “Who can be of any avail to you against Allah if He should intend to cause you any harm or confer upon you any benefit?” Allah is well aware of all that you do. 11 Nay, you thought that the Apostle and the believers would never return to their kith and kin: and this seemed goodly to your hearts. And you entertained [such] evil thoughts because you have always been people devoid of all good!" 12 And whoever does not accept faith in Allah and His Noble Messenger – We have indeed kept prepared a blazing fire for disbelievers. 13 And for Allah only is the kingship of the heavens and the earth; He may forgive whomever He wills, and punish whomever He wills; and Allah is Oft Forgiving, Most Merciful. 14 Those who lagged behind (will say), when ye (are free to) march and take booty (in war): "Permit us to follow you." They wish to change Allah's decree: Say: "Not thus will ye follow us: Allah has already declared (this) beforehand": then they will say, "But ye are jealous of us." Nay, but little do they understand (such things). 15 Say to those of the dwellers of the desert who were left behind: You shall soon be invited (to fight) against a people possessing mighty prowess; you will fight against them until they submit; then if you obey, Allah will grant you a good reward; and if you turn back as you turned back before, He will punish you with a painful punishment. 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
