O Prophet, say to whoever is in your hands of the captives, "If Allah knows [any] good in your hearts, He will give you [something] better than what was taken from you, and He will forgive you; and Allah is Forgiving and Merciful." 70 And if they would betray you, they betrayed God before, and He gave [you] power over them. God is aware and wise. 71 Surely those who believed and migrated and strove hard in the way of Allah with their possessions and their lives, and those that sheltered and helped them - they alone are the true allies of one another. And those who believed but did not migrate (to Dar-al-Islam), you are under no obligation of alliance unless they migrate. And should they seek help from you in the matter of religion, it is incumbent on you to provide help unless it be against a people with whom you have a pact. Allah is cognizant of all that you do. 72 And those who disbelieve are allies to one another, (and) if you (Muslims of the whole world collectively) do not do so (i.e. become allies, as one united block with one Khalifah - chief Muslim ruler for the whole Muslim world to make victorious Allah's Religion of Islamic Monotheism), there will be Fitnah (wars, battles, polytheism, etc.) and oppression on earth, and a great mischief and corruption (appearance of polytheism). 73 But those who have believed and emigrated and fought in the cause of Allah and those who gave shelter and aided - it is they who are the believers, truly. For them is forgiveness and noble provision. 74 And those who afterwards believed and migrated and fought along with you – they too are from among you; and family members (blood relations) are nearer to one another in the Book of Allah; indeed Allah knows everything. 75
