Those desert Arabs who remained behind will say to you, "Our belongings and our families kept us occupied, so ask forgiveness for us." They will say with their tongues what is not in their hearts. Say, "Who then has any power at all [to intervene] on your behalf with God, if His will is to do you harm, or if He intends to do you good? Indeed, God is well aware of all that you do." 11 "Nay, ye thought that the Messenger and the Believers would never return to their families; this seemed pleasing in your hearts, and ye conceived an evil thought, for ye are a people lost (in wickedness)." 12 And if any believe not in Allah and His Messenger, We have prepared, for those who reject Allah, a Blazing Fire! 13 To God belongs the kingdom of the heavens and the earth; He may forgive whosoever He please, and afflict whosoever He will. Yet God is forgiving and kind. 14 The laggardly Bedouins will say, "When you leave to collect the spoils, let us follow you." They want to alter the command of God (that only the participating believers are entitled to such benefit). Tell them, "You can never follow us for such a purpose. God has said before and He will say again (what type of people you are). In fact, you are jealous of us." The truth is that they understand very little. 15 Say thou unto those who lagged behind of the desert Arabs: surely ye shall be summoned against a people endued with exceeding violence then ye will fight them or they will submit. Then if ye obey, Allah will give ye a goodly hire; but if ye turn away even as ye turned away aforetime. He will torment you with a torment afflictive. 16 There is no blame upon the blind, nor is there blame upon the lame, nor is there blame upon the sick. And whosoever obeyeth Allah and His apostle, He will cause him to enter Gardens whereunder rivers flow; and whosoever turneth away, him He shall torment with a torment afflictive. 17
