Those desert Arabs who remained behind will say to you, "Our belongings and our families kept us occupied, so ask forgiveness for us." They will say with their tongues what is not in their hearts. Say, "Who then has any power at all [to intervene] on your behalf with God, if His will is to do you harm, or if He intends to do you good? Indeed, God is well aware of all that you do." 11 No, you thought that the Messenger and the believers would never return to their families, and this was made to seem fair in your hearts so you harbored evil thoughts, and so you are a destroyed nation. 12 And so for him who believeth not in Allah and His messenger - Lo! We have prepared a flame for disbelievers. 13 And for Allah only is the kingship of the heavens and the earth; He may forgive whomever He wills, and punish whomever He wills; and Allah is Oft Forgiving, Most Merciful. 14 Those who lagged behind will say, when you set forth to take the spoils, "Allow us to follow you," They want to change Allah's Words. Say: "You shall not follow us; thus Allah has said beforehand." Then they will say: "Nay, you envy us." Nay, but they understand not except a little. 15 Say to the bedouins who were left behind: “You will be called against those who possess great might and be asked to fight against them unless they surrender. If you obey (the command to fight), Allah will bestow upon you a goodly reward. But if you turn away, as you turned away before, He shall inflict upon you a grievous chastisement.” 16 No blame attaches to the blind, nor does blame attach to the lame, nor does blame attach to the sick [for staying away from a war in God's cause]; but whoever heeds [the call of] God and His Apostle [in deed or in heart,] him will He admit into gardens through which running waters flow; whereas him who turns away will He chastise with grievous chastisement. 17
