The unbelievers say: "We do not believe in this Qur'an, nor in what was (sent) before it." If only you could see the sinners when they are made to stand before their Lord, blaming one another! Those who were weak will say to those who were arrogant: "But for you we would have certainly been believers." 31 The arrogant ones will say to those who had been despised: "Was it we who kept you back from Guidance after it reached you? Nay, rather, it was ye who transgressed. 32 And those who were deemed weak will say unto those who were stiff necked: aye, it was your plotting by night and by day, when ye were commanding us that we should disbelieve in Allah and set up peers unto Him. And they will keep secret their shame when they behold the torment. And We shall place shackles on the necks of those who disbelieved. They shall be requited not save according to that which they had been working. 33 We sent no warner into any city except its men who lived at ease said, 'We disbelieve in the Message you have been sent with.' 34 And they say: We have more wealth and children, and we shall not be punished. 35 Say: 'My Lord outspreads and withholds His provision to whomsoever He will. But most people do not know' 36
